I don't actually use PhotoShop, but I learned some new tricks and installed something my Gimp was missing (layer styles).

My best guess as to the original of this is:
А тут кто-нибудь из русских тушуется вообще?
but the transliteration is non-standard (both for Russian and Belarussian), so I'm making a guess from reading it phonetically.

A literal translation (of my transliteration anyway) would be something like:
So, does anyone from the Russias usually shade themself here?
Which I assume means:
Does anyone from Russian-speaking countries hang out here?

Of course, if my chain of logic is wrong, then it could be a question about shading tutorials... :)

At least if I'm right, a meaningful answer could only come from a native Russian speaker anyway...
