extnotoggle seems broken

does the default skin have extnotoggle on external visual button or anywhere in it?

I get odd behavior from extensions that have close buttons now. sometimes when closed an extension still shows its there but its not really there.

here's a scenario,

using default skin in kong mode

open and close the external visual window. it blinks sometimes when destroying itself.

the button on player works as a toggle and extension has a close button. is this on purpose or should that button not toggle?

i'm on xp sp1 if that makes a difference.
