You're talking about the file that documented all of the skinning additions and how to implement them? I'm missing that too. It wasn't in the new download, and I didn't see it on the dev/skin/pdf pages.

The updates to the skinning engine are somewhat complicated. Matt and I are planning some documentation on it through the forum, but his ISP is offline at the moment. We'll be adding howto info in the near future.
