Right click track or tracks in playlist and choose convert. There choose your format (WMA) and you are done.

Remember to set your WMA encoding preferences in Preferences>Encoding>WMA

before using the convert function.

Probably because the WMA file you just encoded has a higher bitrate than the original file. In your encoder preferences, set the WMA rate to what you want it to be, and ensure that it is lower than the bitrate of your original file.
