I have been wracking my brain trying to get this effect to no avail....
Did I miss something in the manual or skinning update file?
This is driving me crazy

You must mark a point in your map with a color of "Resize Controls".
Then must you open this map with the color of "Resize Control-Color".
It this a help?

1) yes, the sliding extension must have a resize control somewhere on it. if you're not going to use the actual resize control to activate the effect, i recommend making it just one pixel in size and tucking it somewhere out of the way if possible.
2) the break lines are used just as they would be for a resizeable extension except the break lines are positioned outside the mapped area of the extension (if you want it to slide down, put a horizontal break way above the actual extension area). appropriate coding is also required in the skinkid.ini for desired distance and direction.
3) if you want a real "button" to control the action, create a "phantom" extension (one that really has no purpose other than described here...) and code the skinkid.ini again to make the sliding extension open/close when the phantom extension is turned off and on. this way the open/close button for the phantom extension effectively becomes an open/close button for the sliding extension(s).

Yeah what he said. Or just experiment by disecting other skins that use sliding effects, it took me awhile to figure out step 1.
