I noticed that B71 enables all Input plug-ins on my system. In my case it enabled Mad and the default Mp3 player so that afer the B71 upgrade it couldn't play mp3's. I also noticed that it changed the Output method from Direct X Fader to WaveOut when upgrading from B70 to B71.

I noticed waveout being selected instead of directsound, and i also noticed the default mp3 plugin being selected, however this has always happened when i have updated qcd...

You must have something different from a standard setup. I can't think of any reason why QCD would reenable plugins on install (unless you removed the previous version first).

My new install set itself back to Wave as well, had to manually set it back to DirectSound X-fader - I can assure you it's a "standard" install - albiet over the top of the old QCD, just installed and ran over B70...
