At the bottom of the forum index, it says how many threads there are. I suppose it said 999 when he made it, otherwise he's lying... :)

Well, this can't be the thousand and 15th. So maybe this is the 1000th.

The thread with 1000 in the url is here.
I noticed after I made the previous post that the forum page did say 1000 threads at the time.
So some threads have been deleted I guess. Threads 1-4 don't exist; I would guess Matt used those for testing while installing. I suppose the others must either have been erased by Matt or Paul (or perhaps the thread creator?). Or maybe when a thread gets moved it receives a new number.
Somebody could try creating a thread then deleting the post and see if it creates a skip in the numbers. (Or leaves an empty thread? If the forum ends up with 65 empty threads called "Test thread" though, I will deny everything... ;) )
